Fugitives may easily be the subject as you have to follow the regular subject order But again someone may hint at the ‘settlers’ as the subject. If it is done it is sure that that the order is sure to be inverted.
What you have to do first is to follow the logical methods which actually control the use of words in the sentences. If you watch such a case where the grammar and logic do not agree, never hesitate to rewrite the sentence in the fine order so that it can be logical.
Anyway the point that is vital to highlight is that in English language anything is not rigid. The language has enough flexibility so you can enjoy the freedom. But try to avoid the very crucial factor that is never rigid, such as the subject verb agreement.
